I'm guessing it's a vintage bicycle tool of some sort. All the purpose-built bicycle tools seem to be really odd-looking. Exhibit A: the chain whip. The prosecution rests, Your Honour.
It is a doo-dah for digging the holes the correct depth for putting plants or bulbs or watchyamacallits in the ground. You adjust the cross member thingy to the correct depth for the bulb, carefully measuring from the lower edge of the cross member doobury to the pointy end of the wotsit.
Then you use arrow-head wotsit to make a small hole the right depth, by applying pressure with your foot on to the cross member wotsit to push the doo-dah into the ground.
