That oil hole might actually be where a plastic cable guide screw goes maybe?

Up until the late 80s CB used a clamp on cable guide, Suntour branded on the later machines.

That’s very close to mine, thanks Woodbutcher .The lugs are a different design, was that common to order a frame and choose which lugs you wanted?

Looking at the catalogues over on www.nkilgariff.com I'd say it was a probably a Sport model 1969-mid 70s (based on the the rear mech as the Gran Sport, Electron, Spectra and Super Coureur are basically the same frame set with different components/paint). Once you get the frame number head over to retrobike as there's a lot of information in the Retro Classic Road section.

Edit: scrap that! Just seen the posts above - must be one of the other models (Electron, Spectra, Super Coureur)

The number appears to be 24207 which going on retrobikes database makes it 1965.

Looks more like 24237 to me (or 24207). Still a 1965 though

Well, it's certainly not an oil hole. It's either for an under-bracket cable guide or just a drain-hole. It might be a later modification.
I'd say it's certainly later than 60s.

I was of the same opinion, seeing as it is underneath the BB.
