It's a bit more complicated than that...
My Greek tutor insisted, and, as I recall, showed examples, of where 'to the city' was clearly used to mean 'in the city'. Though I can't remember the citations. I'm sticking with his version as it is a good story. And if it isn't true it ought to be. ;)
No doubt the post-classical language lost some of its rigour.

I was in Bratislava last week for two days and found it quite a depressing city, I felt it has still not recovered from the legacy of Communism, customer service was pretty poor with regards tourists, I felt they did not promote their historical old town as say Prague in the Czech Republic.

Nicosia x 2.

From south Nicosia, capital of the Republic of Cyprus (ie. Greek-speaking southern Cyprus), you can see north Nicosia (otherwise known as Lefkoşa), capital of the Turkish Republic of Northern Cyprus. And vice versa.

Of course there's the little quibble of the international legal status of the north, but that's the situation on the ground.

Belgrade. It has a quality shopping/restaurant area but step outside that and you are in the world of the have nots. The ministry of defence building in the city centre is unoccupied and has large holes in it punched through by cruise missiles. All of the major museums and cultural centres with the exception of the military museum and the Nicolai Tesla museum were shut for the foreseeable future. The natural history museum was a single room, the zoo was filled with depressed animals, the poverty and squalor was ever present - I saw beggars with open wounds in their limbs and flies crawling in the wounds. Folk rarely smiled. The rail links elsewhere were infrequent and connected to very few places outside of Serbia and were served by rolling stock whose toilets were virtually unusable by virtue of their retch inducing stench. Buying a rail ticket at the station was a protracted affair which involved being sent to another counter only to be greeted by the person who had redirected me there and then be told that the counter was closed for lunch. There were underlying tensions between Serbians and Croatians - a chap who went to a tourist information centre on my behalf was sent packing because he asked in Croatian and was told that if his request was for an Englishman, the Englishman had to turn up in person. The irony was that the helpful chap was Dutch. There was a pervading resignation from the citizens that this was as good as it got.

I always look forward to going there but three or four days there is enough for me.

I had a wonderful time with @User14044 when I met up with him to eat pies and drink beer and visit the Welcome Museum only that we forgot about the museum and continued drinking beer beyond the point of it being worthwhile going there so we drank more beer.

I wont be going there then. Would have given this a like but it didn't seem appropriate.

With regards to that London, daughter 2 lives there and whenever we visit we are glad to get away from the place at the end of the day, probably not helped by the fact that whenever we go there we drive, big mistake that.
