When you removed the freehub presumably you left the exposed wheel sat on the kitchen table or something. Any chance a bunch of old teabags or something have found their way into the ratcheted area by the wheel hub, that you didn’t notice when you re installed the freehub?

Might also be possible to back off the cone
on the drive side and screw in the opposing cone. This would move the axle further over. Doesn't need to be much. Don't forget to readjust them with the locking nut, if you have that type. Some are held in place just by the pressure from the QR.
Sorry I've got that arse about, screw in the drive side and back off the other.

The positioning of the locknuts has not been changed.
OP has serviced (removed, partially dismantled) the freehub.
The smallest sprocket (same cassette) was not impacting the dropout/chainstay before. It is now.
Therefore the freehub has been refitted further out than previously (or the cassette's not seated properly on the freehub splines (v unlikely).
Remove freehub (again) check it's back together properly and refit. Locknut MUST be proud of the cassette by, typically, 2mm.
