I think you are describing Bellmonte Road up Frodsham hill, it's a regular ride for me. It's still on the local club runs. It's not that steep, about 17-18% max.

Here's my bike at the top of the climb early this year. Note the MTB gearing to make things easy.

I almost recognise that stretch of road. That last little bit was quite steep, especially when I was probably on a 44x18 bottom gear!

It's easy, but very slow, using my 22-32-42T triple and 42T rear sprocket.

The one which I think from memory is called Primrose Lane / Hill out of Helsby goes on a bit as well. First right after what used to be the Brown Cow (no idea what it is now called)
