You'll need a bearing press to get them installed
You shouldn't need one, you should be able to pull them in with a bolt & the old bearing, although TBH I have never done cycle hub bearings, but lots of other types.

How many would I have to buy? 2 front 2 back?

Also can you tweek the bearing caps to give you more speed, if so how?

WHY?
Ceramic bearings are good BUT to get any real benefit from them they have to be spinning at very high RPM's (in the thousands) and the highest spinning bearings on your bike are the jockey wheels at around 450rpm @ approx 60-70 rpm cadence.
Most bearing in the bike take high pressure (potholes etc) and ceramic's are not so good with high pressure!
