OK if you want to ride through mud and cr-p up to your ankles, keep dustcaps on your valves. If you are riding on the road you are unlikely to suffer any ill effects from leaving the dustcaps off. I haven't used them since before this thread first appeared, summer autumn and winter, snow, mud, dust and floods. NO problem. But I do keep them on my folded spare tubes in the saddlepack to protect the tube from abrasion.
