So this brings the question of how tight is tight enough. If the bolt is'nt marked with a correct torque is there a way to workout what is should be?

My stem to forks bolts need 6nm (from memory) but the stem to bars have no markings. Have I already over tightened them, and am I in for a @ColinJ like failure?

Personally I use a torque wrench for everything and tighten bolts the same rating as similar bolts. Haynes type manuals have lots of torque settings. Bikes should have this as well.

5 or 6 NM is usually the safe option.
