Cluster Monkey on phone

Found this cluster moneky on his phone and was wondering how do you report it and whats the process.
Dont have roadsafe here, and with this is it even worth reporting.
Cluster monkey was still on phone 1/4 mile down at the lights when i caught up.

Not enough in the video to see the driver on the phone. I think reporting would be waisting your time and the polices as nothing will happen.
