NUISANCE cyclists caught riding illegally on Hull's pavements or without lights on roads could soon be offered a place on a "considerate cycling" course.

Under plans being drawn up by Humberside Police, offenders will avoid a standard £60 fixed penalty notice if they agree to pay half and attend the course.

Each cyclist will be given a set of lights, a lock and a copy of the Highway Code – so they will have no excuse if caught flouting the law again.

Seems a bit silly to me. Most of those caught are probably stupid, and will not change their ways just because they have attended a course. A bit like speeding courses: if people have enough points left they're likely to continue pushing their luck and attend a course only to reduce their fine - they know they shouldn't speed.

Funny how a lot of the comments on the story are about cyclists in general, and cyclists not using cycle paths etc.

One half of me agrees with you @BrynCP that it doe's seem a trifle silly but ! with a few mod's it could be made to work quite well I think ! I would make them pay the full amount and confiscate thier bike until such time that they have completed said coarse then return half the cash and bike with the added if caught again bike doe's not come back and fine will be doubled.I must admit that cycling on the pavement is one of my pet hates unless they are under ten and with mum or dad.

they should concentrate on the idiot drivers that force us cyclists onto the pavements in the first place and rather than send people on courses, spend the money on creating safe cycling lanes which by the way, are actually painted on pavements in places in stoke on trent!!

Much the same as the controversial Op. Grimaldi being run over the last 12months or so by Greater Manchester Police. Mandatory Education courses or fines imposed. They say they are targeting bad road use in whatever form of transport but the figures show that it is roughly 2:1 motor vehicle : bike sanctions. Even in the heavily biked bits of Manchester the ratio of cars : bikes is way way way over 2:1 so seems disproportionately weighted at catching the soft targets on bikes and issuing the usual guff/brilliant advice (delete to own preference) about helmets and yellow vests being effective safety features.

Yes, same rubbish down under. On these blitzes (which generally seemed to be timed for the media attention, and aren't done all the time), the ratio of motorist/cyclist infringements handed out doesn't come close to the actual ratio of motorists/cyclists on our roads. As you said, @shouldbeinbed : easy targets :rolleyes:.

I'm sure I read not so long ago that the same people were telling their forces to use more discretion when people used footpaths, especially if those people were vulnerable or the road was busy or dangerous, such a large roundabout etc. Personally, I will always dismount though.
 
Id say it was a good idea but only if they do the same to nuisance drivers who also drive with no lights and park on pavements, have no indicators, don't give way. Ill stop now before a rant comes on.
