How many cases have you heard if sheds being lifted onto a lorry? I bet it's a round number. Fit some ground anchors through the floor of the shed if such crime is a big issue down your way. As it happens my remark was addressing the sheds are damp death to bikes part of your post, I should have been clearer.
Only the other week i saw one of those "cops with cameras" type programs, where some of the "travelling community" lifted someones motorbike onto a wagon. I'm guessing that a thin metal shed with 1 carbon and 2 aluminium bikes would be no heavier than a motorbike.

My Asgard weighs around 120kg

1 used carbon and 2 alu bikes, £2400...good luck if that's what you have them insured for...you won't get that selling them for sure

Also,if i get permission for a shed, then other residents might want one. Would the HA like or allow many other sheds?
But that wouldn't affect you. You would have your shed. It doesn't matter whether the other residents can or can't have sheds of their own. (Do you think the HA might have considered that when they said you could have one?)

Hum. Knowing this HA,they could easily say to me "Er we have a problem! You know when we said you could have a shed. Well now others have asked if they could have one.(like they supposedly did when they found out i had a dog,in the sheltered accommodation). So what we're now saying is that you have to get rid of it,so we can tell other tenants that they can't have one either". My reply would be "But you gave me permission",to which they'd reply "Do you have that in writing". Then i'd say yes i do. Then they'd say "Er,well we still want you to get rid of it"!

Carbon fibre... LMAO!!!
I'm sure I read somewhere that you can buy sheds that don't have wheels or an engine.
