One, you have to get the police to actually take notice of what you provide as evidence, two the Knobhead is probably so conceited as to take no notice of whatever action would have been taken against them.
I have many times have taken my point of umbrage to the driver once they get stopped in traffic, and rarely have had a pleasant exchange of views
Well if you read my previous post on this about action taken there's your answer, the police do take notice. *
Whether it alters drivers behaviour I have no idea but after getting a hefty fine and points they'd have to be particularly stupid not to. No doubt some might be but then repeat offences and they get banned.
As for confronting drivers whilst very tempting it's not the best idea. That road leads to the Cycling Mikey school of irate drivers. If so inclined, record incident, report and let police deal with it.
