4 me, it's wide, big bold and although cars aren't excluded, drivers will be aware they have to drive against the centreline or straddle lanes. It does what it should - it advises drivers to be aware of cyclists (which they should anyway of course)
It's not a mandatory cycle lane, i.e motor vehicles can enter it if required. If it had a solid boundary line, they would not be allowed to enter the lane
