I want to buy a bike that is £4700 and my C2W only does up to £4000
Is it possible to use C2W and card payment ie pay £700 via my debit card and £4000 for the C2W voucher?

Both break the rules of C2W and I wouldn't even be considering this as even if you were able to do so 'on the sly' you'll probably get a hefty tax bill later.

The rule is 50% of its use must be for commuting. I did look into this myself as I wanted a C2W bike but I WFH, the guidance I got is:
"At least 50% of the bike and/or accessories use should be for work purposes. For example, if you used the bike 10 times in a year, at least 5 of those journeys must be work-related. "
That didn't work for me as I don't go in every week, but by that measure if you rode to work once a week you can use it at the weekend and seems to me during good weather you could build up the mileage on the bike to use another time.

Yeh sadly with Canyon that won't be possible, well you can ask I guess, but I can't see it getting through to be honest.
Can you not pick a bike one rung lower spec wise, and then just upgrade in the future, or remove those parts, sell them on as new, and replace them with the ones you wanted?
I've known of local bike shops before where they have been happy to adapt things to help the customer, and them of course.
The scheme is now a LOT more flexible than it used to be, so I don't see any 'rules' being broken by buying a TT bike.
Whack a tailfin on the rack, and you could happily commute in on it, good training ;-)
You can buy parts, and clothing as well now on the scheme, I've bought a DA groupset as well, all fully up front, with it being itemised on the form I had to fill in to receive the voucher, took it to the shop and walked out with the parts.
You can also do the same if you wanted to kit yourself out head to toe with Rapha.
P.S very jealous of your 4k limit, I was delighted when I managed to talk mine up to 3!
