I've never heard of half of them, let alone seen them.
My wife loves the Russian cartoons that were a staple of Eastern bloc childrens tv.
This one from 1975 is one of the classics.

I grew up with Noggin The Nog and Caotain Pugwash but Roobarb and Custard were the best of the Brit bunch. Warner Bros is my all time fav for anti establishment anarchy. I could appreciate the artistry of Disney but rarely the story. What is the deal with Micky Mouse?

Best of stop motion animation would include Jason and the Argonauts, Wallace and Grommit. Straying too far from cartoon animation.

There is potential confusion here about "animation"; in theory it includes Stop Motion, but IMO Drago's list is not intended to include SM.
