How does this fit in with the CTC's "Safety In Numbers" argument?

I mean, they're explaining away the increase in cycling KSI figures as a result of an increased number of people cycling.

Does this mean they think KSI figures will continue to rise with an increased number of people of cycling, until we hit some % figure of people cycling? If so, what is that percentage?

Number of cyclists rose by 4%, accidents by 3%, so that means a slight decrease in the accident rate. Cycling is not especially dangerous, and the benefits far outweigh the risks. The AA may talk about "better times", but many think that cycling is set to increase with money tight and petrol prices surely set to rise steeply as we will have to compete with millions of Chinese and Indian drivers for a dwindling resource.
It's right to highlight unnecessary deaths, but the danger is that it creates the false impression that cycling is terribly dangerous.
