I think this is an honest mistake made by a naïve Copper who is only doing what he is told to do - hence being a tad naïve and not being able to think for themselves. Perhaps with hindsight he'll do things differently in the future.

If it was me in the video to save any hassle I'd have got off the bike and walked with it, but let the officer know that he is the one in the wrong. Life is too short sometimes.

If it was me I'd have politely informed the copper that he was making it up as he went along, and ridden off.

Yup... I guess he's a proper copper and mentor to the PCSO, who's getting first hand experience in how to act like a c*ck.

I'm not familiar with Thames Valley uniforms and equipment, but neither look like police constables to me.

I reckon it's a PCSO and a special, a situation made for the phrase 'blind leading the blind'.

The cyclist knew what he could and couldn't do but still came across as a berk.

I would have told the officer what I was legally allowed to do and then gone and done it. I would have just ridden off and left him standing there.
