Whilst it started well I stopped reading when it began to tell me what *would* make cycling safer...segregation and road planning seem to be their only "cure" whilst ignoring attitude and awareness as some form of weakness.

According to ES, 1/3 of the accidents at night involved cyclists without lights. No idea how many of those had the lack of lights as a contributory factor though.

Or occurred in the daytime.
