The driver should be summoned and dealt with for driving without due care and attention, and their insurance company should be made aware of their cretinous/myopic driving (and not pay out).
 
When my dad was refuse superintendant for New Forest District Council two toilet cleaners in a Mini van had tried to get through there after some heavy rain and dad went to rescue them. When he got there he found them sitting on top of the van waiting to be rescued with water almost lapping the roof. The van was towed out and back to Totton depot where I think it sat in a corner of the yard and quitely rusted away and the toilet cleaners after being suitably reprimanded were issued with a new Vauxall van.

Despite a measure by the side of the bridge showing four feet of water, two guys drove a white Ford Transit through.

Stuck in the middle they climbed on to the roofs d dialled 999

30 minutes later there was the wonderful sight of two guys demanding a rescue and the Police / Fire services telling them it was only waist height and to wade out

After an hour of persuasion they did so

Wow, they were both 8 feet tall?

But yes, :rofl:
