Absolutely correctThis is what our master socket looks like, take off the front (2 screws) and plug in a phone as shown in the test socket on the right..... If there's no dial tone then it's BT / Openreach responsibility to fix.
Have you got something similar? Ours is in the garage where the phone line comes into the house.

it is. About a year ago I had an identical problem. BT cheekily tried to butt f#$& me for a hundred odd quid until I pointed out that the landline up to and including the master socket is their property. Having settled that they fixed it for free and updated it to the latest spec with built in filters etc.

cheers guys... I've been back on to the PO and they're sending out an engineer, which i may or my not have to pay for... hopefully not 
@midlife yep, that's the same socket, although you've got more wires than me (which i guess go off to your extension sockets in the house). Mine has black, green, white and orange, with only the white and orange connected.

I haven't read all the post's so just my 2p
bt line is the main cables and the bit from the pole or pavement box to your box is yours according to the bt engineer i had out to fix mine.
i had a squirel chew mine and would have had to pay but i know the bt engineer so he put it down to the connetion on there pole.
I think its probably your bit of cable thats got water or damage..
im on virgin now as bt are not that good internet wise here

I agree. It is yours from the socket onwards. Theirs from that box back.
I would put the BT box back as it was and get them round.
Problem is it is all run by Openreach and they are idiots. I had them round 5 times to fix my line. One of the five times they tried to bill me saying the problem was an old extension line that I did not even have plugged in.
They always have to do this charge thing but if you have isolated it as you have outlined then must be down to them.
I am no expert but I think a phone line needs two wires and internet only one. so sounds like the second wire is faulty.

Openreach maintain up to the master socket but use the term fair wear and tear so any damage on your property you could be liable . Grey areas such as rodent damage or your tree rubbing the wire despite bt putting the wire up through the tree in the first place could be chargable .

When i was on the phone this morning, the guy said it could be the wire from the telegraph pole to my house rubbing on branches, and i confirmed that the wire does run very close to some branches*. He suggested I cut those branches down and that it wasn't their responsibility. I suggested that it wasn't my responsibility either... since the wire comes onto my property where it's attached to the side of my house, and the tree in question is on the pavement outside someone else's house 20 yards up the road, and I'm not really willing to buy a big ladder and start chopping branches off a council owned tree that overhang a neighbours garden...he told me to ring the council.
*not sure if they're close enough to cause the problem though.
