Chances are I'd be on the pavement (especially if a regular, known route) - almost certainly if towing the trailer - leave the carriageway clear for the tin box brigade.
Not an option on the section covered by those signs.

There's a couple on a road here where there are a few traffic islands, strange really as there's also a cycle path (the side you can't see on the picture) on the pavement but better safe than sorry.

I've seen that sign a few times round these parts.

Similarly sometimes as a Cyclist, it's sensible to cycle the other side of the cones if there is a road surface.
I must admit, that is my method of choice for getting round some roadworks.

Much to the horror of some people I tell due to the risks, but obviously you need to do your own risk assessment depending on the circumstances.
