I have long legs for my height and find that the top tube is often too long on a frame that suits my legs. It's obviously possible to change stem length, but the top tube needs to be about the right length so I don't end up with a ridiculously short stem. It's much easier to buy a longer seat post.
I have road frames from 57cm to 63cm (centre to top) and a MTB frame that is 50cm. They all fit, but the amount of exposed seat post varies considerably!
