No. All it means is that of all of the dogs whose owners can be bothered to have their dogs chipped, Labradors are the most numerous. Nothing more.

According to the map the most common dogs in Carlisle are labs,collies, jack russels, spaniels and staffies. Interestingly, on my daily walks with my jack russel, those are the dogs we most commonly see. There are a lot of jack russels in the area and chihuahuas, with pugs becoming more common.
