Domane Chain Stay Question

Have a new Domane SL 6 and was lubing the chain this afternoon and noticed what looked like a hairline crack along the top side of the chain stay. Upon closer inspection I see that what almost looks like a "patch" that runs from the top of the chain stay from drop out to crank. You can see the piece has been cut to go there. Why would this be like that and is it normal? I can run my nail along the crack on the out side and inside of the stay . The opposite stay is perfectly smooth and rounded as I felt this one should be also, unless of course there is a reason for it being like it is. Any info will be appreciated...
