I've got the Ortleib saddle bag and it does as you request.

+2 for the Ortlieb saddle bag, Myself and the fragrant Mrs Wife have them on our road bikes, Mrs Wife's has been on her bike for over 10000 miles on three continents and for about 7000 miles on 3C's on my bike. Waterproof and as solid as brick stuck on with baby snot, but as light as the merest of butterfly wings.

It also excitingly and unpredictably breaks, depositing the bag in the middle of the road behind you.

Will a bus run it over before you can retrieve it?

Who knows! Fun for all the family, &c.

Anyway, my idea is bicycle indicators. I'm sure that almost no one else has ever thought of it before.

Setting the controls for the heart of the sun.
Small explosive device fitted underneath either the pedals or chainstays. Something like a small calibre bullet, with the firing mechanism on the handlebars similar to a Di2 arrangment.
Then when someone's dog chases me, I could allow the animal to draw level with my bike and solve the owner's lack of control for them,
Alternatively, a close pass could result in an unexpected puncture for the offending motorist.
