That's the cyclists overtaking the tanker and the building(school/factory/hospital) scenario.

I don't know exactly what you mean sorry, I think the point they were making was AI will be forced into making decisions it might not be ready for.

Its a film but the best example of what I mean I can find. In the film I, Robot Will Smiths character is saved from a car crash by a robot at the expense of a young girl, who he would have rather the robot saved. Its a scary thought to me that those decisions in our lives will be being made by logic and not feelings.

But based on a set of instructions from/on which it operates created by humans.

Ah I see, the car should stop. The cyclists should take more care when passing vehicles if their sightline is obscured. There's also an argument the tanker should not be parked there causing an obstruction but either way, the car should just stop.
It's actually based on something that happened, in South Africa, with a coach. It got to a point in the road where it had to be on the wrong side of the road to make the turn. It met a tanker headed towards it, on the correct side. The driver, they believe, chose to go off the road, cliff edge, on purpose rather than risk the explosion and killing more in the immediate area.
