Ah I see, the car should stop. The cyclists should take more care when passing vehicles if their sightline is obscured. There's also an argument the tanker should not be parked there causing an obstruction but either way, the car should just stop.
It's actually based on something that happened, in South Africa, with a coach. It got to a point in the road where it had to be on the wrong side of the road to make the turn. It met a tanker headed towards it, on the correct side. The driver, they believe, chose to go off the road, cliff edge, on purpose rather than risk the explosion and killing more in the immediate area.

What happens when the AI needs to make a decision that will result in harm to someone, how will it decide who to harm.
The trolley problem. Nobody's come up with an answer, least of all the German Ministry of Transport.
