Can someone please explain how a 2nd cat rider is able to ride a 4th cat race and still get points on there licence. Even the title of the race is 4th cat only.

Last was 11/8/16 but they have plenty of races before that aswell plus 71 points in total

Short answer is they can't. Current 2nd cat would (obviously) not be eligible to ride a 4th only race, and would certainly not be eligible for ranking points in that race.
If you know that this has happened, then either speak to the comm at the event, or contact your regional events commission. Realistically though, something like this should be easily picked up and dealt with at sign-on.

Which race was it - some can be 2/3/4th cat.

I was looking at what the results were on BC and noticed it so i get onto the organsier to ask who was comm and hopefully it sorts outs

4th cat only but there was a womens only E/1/2/3/4 but no results for it so unless organsier has put the results in as 4th cat only

Like I said, this really should not have got past sign-on. If he had handed in his licence at sign-on, he should have been noted and rejected as ineligible. If he signed on without a licence (or bought a day licence) then he wouldn't have been awarded ranking points anyway.
Possibly he was riding with the comm's permission on the understanding that he didn't influence the race result. Alternatively, if he was that desperate for points at this end of the season, that he rides as a ringer in a 4ths only event, then he has no business being a 2nd cat anyway.

They can't, without an administration error. My bet would be they've raced in a 4th and been wrongly assigned the points.
To be honest though, if it doesn't directly affect you I wouldn't get hung up about it. If it means you have lost out then by all means make an enquiry.

The organisers appear to have put male 4ths with female 2nd/3rd/4ths in the same race, allocating points to any 4th or above.
