A good start, but why did they miss out the wheels, bar tape and crankset?

Is there a chunk out of the seat post, or is part of it painted black?

I'd not pay an extra 1k for half a job.

I once saw a bike being wheeled through town by a kid who hadn't made that omission. He'd sprayed everything, wheels, spokes, tyres, chain, sprocket, the lot. The only bits he missed were the handlebar grips, saddle, & pedals, so I assume he was impatient to ride it before the paint dried.
