And the good news : No cyclists were hurt in this incident.
( I agree with the exclusion zone. but it won't make much difference if they we a) asleep. b ) pissed. ) Since it was going from Perth to Antwerp, I reckon they missed the English channel completely, narrowly missed Ireland and the Shetlands before the Farnes jumped out in front of them.

The boat clearly overtook a cyclist though and ran aground swerving away from oncoming traffic

The owners maybe, but we are not very good in this country at locking up the real culprits, particularly when they are foreign nationals..
Is that an excuse to crash a ship into an Island?

These coasters continually cut this corner coming down the coast, it was going to happen sooner or later. Unless this ship has suffered some major failure whilst being properly maintained - The crew and the owners should be off to prison and the company bankrupted
What do the Coast Guard do? Don't they monitor and yell at them to feck off if they transgress? Or is just the case that the area isn't protected at all? I heard recently that the Government is dragging its heels in setting up marine protection zones. How hard can it be?

The Coast guard is forever complaing about "cuts". What do they do? http://www.dft.gov.uk/mca/
Sometimes, if they see them, but they can't force them to respond to warnings as happened in this incident...

Nowhere is protected, apart from military installations.
It must be very difficult, there are a wide range of interests to be reconciled.

Bankrupt the owners? You have to find out who they are first and who is responsible for failings in the vessel. Try this article on the Erika. What that article doesn't say was that the Erika was denied a port of refuge when the Master knew there were problems, ending up out in some very poor weather until it was too late.
Crews should be held responsible for individual actions however wanting all of them in prison isn't helpful, it's like fining the passengers in a car because the driver was speeding (perhaps I'd better not give anyone ideas there..)

Very hard. Any significant change is genuinely difficult in a democracy and even the successful changes can take years to bring about. These things are only 'wave of a wand' in the unreal world of single-issue pressure groups.

Yes - I realise that there are many interested parties and folks must be won over or it will all be for nought.
