It could be around 1910 - 1914 but might be later. I'd need to see it in the metal.

Probably carbon dating. Either that or cut it and count the number of rings in the cross section/.

Check the front forks. Are they flat on the inside of the blades - IE, are the a D secton?

Also, do the seat stays bolt on at both top and bottom?

And, does the bottom bracket have cotter pins on the front edge to clamp the frame up?

Well since it requires a new top (bent and rippled) and seat tube (cracked) and that particular hue of pink is no longer available I figured I'd go for a colour scheme such as a classic Italian racing red with chromed head lugs.
