You can get 'special' tools or just use some quality pliers! Make sure the ends of outers are not too deformed after cutting, you can easily jiggle the hole if it is.

Take it you've seen this link too...

Nice and easy :-). Although I'd stick to not using then but its a personal thing.

good advice apart from the bold bit IMO. The frog leg bar top levers are far in advance of the old suicide levers as they are actually activating the cable directly rather than just pushing on the existing levers with diminished force

I had them on my cross and never had cause to be worried or fear for my stopping safety when using them. it could be though as I'm quite lazy with the proper levers and tend to press them from a position with my thumbs hooked round the hoods rather going down onto the drops to grab a handful of lever.

I suspect you'll find these are very much of a mirror thing, lots of people will have an immediately negative opinion without having ever given them much of a go

I put top levers on my Triban... easy and worthwhile. I recommend investing in some cycle specific cable cutters. A reasonable pair will cost less than a tenner. Pliers have a nasty habit of crushing the outers and shredding the inners so they fray. My cable cutters are one of my most valued tools.
