One of the joys of watching on a PC is that I can rewind and see the replays at will. Both Swiss defenders had their arms around the Serb player. The Serb player didn't lift his arms until he tried to jump (but was prevented). By this time the "foul" had already been committed. His arms were on the shoulders of one of the Swiss defenders but not holding on.
