Although it's unlikely that everyone in Wales will be watching England vs Croatia, but yes the roads will be quieter (unless they're always quiet around there at 7pm on)

I cycled 9 miles across London at 9pm after the last England match, and it was like a scene from the zombie apocalypse, loud, cheery and good natured zombies, but it was mayhem and traffic chaos..... I'm going ever further to watch today's game and will have a 12-13 mile journey home from north to south London, I think I'm going to take my go-pro and record the trip back, which should be entertaining, assuming I make it back alive.
