Do you want lights to be seen with, or lights to see with, it's an important distinction.
TBH £15 is a very low budget for lights, but that said have a look at THIS Cree light thread by @Nigelnaturist
£15 might get you a head unit, but then you'll need batteries and chargers etc.
TBH Cree lights can get confusing, but if you take the time to read that thread you should find light at the end of it all, no pun intended
