Front mech query

Hi people, my front mech that came with the bike is ok but occasionaly plays up which I can deal with. It has been adjusted a few times but is rather annoying. It is a Shimano Tiagra, however I have spotted this front mech which is better and wondering if I can use this to replace the tiagra?

It does say 'no clamp bolt - FLOOD' whatever that means?

Can only assume it is a band on one with the clamp bolt missing. FLOOD means it is part of their flood damaged stock sale. (Hence the price). Someone else might be able to tell you whether the clamp bolt from your existing mech will fit, I expect. (if it is a band on one and not braze on). Is this one the right size anyway - check your seat tube diameter

Thanks for replying YOB, seat tube does measure shy of 29mm im guessing its band as doesnt mention brazed?
