As Rob3rt said. However at 8m of elevation gain per 1km you shouldn't be much bellow your ideal flat road gearing. That said you'll find that on something like that optimal pacing will be near constant power output, simply allow you speed to drop on the climbs & increase on the descents. If you've not got much idea of you relative power output you basically want to start at what feels like a pace that you can maintain for double the distance your racing & the keep on increasing the effort level every mile maintaining a pace which you think you can maintain for twice the remaining distance (you'll be hyped on adrenalin so you feel like the pace is easer than it is).
I your feeling brave try to exhaust your ATP reserves, normally only used for 'explosive power' when sprinting, over the last 1mile or so, this does hurt & will see you down in single figure speed bracket if you get it wrong. If you don' know how to do that in a controlled manner the don't bother & go with a sprint finnish, not as effective but still gains you a bit if time.

Wind it up over the last mile and really suffer, if you can't do it just wait until the finish is in sight and sprint. Experience helps to gauge the last mile.
Also you have to know how to tap into those deep anaerobic reserves without burning out. It's easy to do that in 15s a sprint finnish, it's much harder over a few min.
