Tks for the link but don't quite able to figure out certain rules.

If Rider A is leading the GC (say 6 hrs) and he had a mechanical failure within 3km but still finished after changing bike and clock 4 hrs for this stage (meaning a cumulative of 10hrs), but meanwhile Rider B previous GC was behind rider A (say 6 hr. 1 min) but this stage he clocked 3 hrs 50 min, meaning Rider B would have over taken Rider A. How does the GC stand?
Here's how I think it works. I am probably wrong.

Rider A was riding in a group containing rider X when he crashed/had a mechanical. He eventually limped over the line in 4:00
Rider X eventually finished in 3:51
Rider B finished in 3:50

the rider or riders involved are credited with the same finishing time of the rider or riders they were with at the time of the incident.

So rider A will be credited with the time of rider X (3:51). So rider B will gain 1 minute on rider A in the GC.

I am probably wrong. And quite how they work it out, and what they do if the "riders they were with at the time of the incident" subsequently fragment and finish with different times I have no idea.

That certainly seems complicated

If a crash happens inside the last 3kms - all riders involved or stuck due to the crash get the same time

Here's another scenario.

There's a crash inside 3km but only involved say 3 riders which were down. Didn't really cause any major traffic jam and not affecting the leader as he managed to by pass but finished with bad timing. If based on his actual finished time, he will lose his 1st ranking but if according to rules, all riders would hv retained the same position. Which one prevails n such situation?

No idea. I think the best thing to do would be to attend a finish carrying a big stick, cause the crash and see what happens.

Not here offten enough to argue

If no one is affectedbut the 3 riders, then the leader finishes with the time he finished......its only for people in or caught in the crash
