Not quite, they were hoping for a slower pace for everyone (then maybe go full gas near the end and stay away - like Asgreen in the Tour), but the gap got too small so the attacks start coming from the bunch

It's good to get these things underlined in red ink for the peloton again imo, they've been way too tight controlling breaks in recent years. "250km flat Tour stage? OK, here's two and a half minutes."
