Is glass a liquid or a solid?

It is not a supercooled liquid. It's an amorphous solid.

Which flows like a liquid.

Both. I read somewhere, that over a period of decades, the glass in your windows will thicken slightly at the bottom, as the glass errr slumps ( the best way i can explain it) as glass never solidifies completely.
