Bring on 20mph in all residential streets as soon as possible. Preferably policed by average speed cameras rather than speed bumps.
I'd love to see a lot more 20mph zones. I understand the law is being relaxed (or may have already been), to make this easier for local authorities to create them. Under the old law, I believe it needed someone's approval (Secretary of State, maybe?), along with special design features, including speed bumps, to slow the traffic down. I don't know if the new regulations will still need these, or whether speed cameras would be an option. I presume cameras will become cheaper in real terms if even more of them are built.
Here in Sheffield we've had a couple of 20 zones for years, complete with traffic calming, ramps and pinch points on entry, and a few sleeping policemen (but not too many IMO). I'm only familiar with one of them, and it seems to work well. Both of the 20mph zones are made up of fairly high density housing, with lots of parking on the streets. Also they were used as rat runs by commuters, and so some action was needed.
I'm not sure if local authorities will create many 20 zones, other than this type - but I hope they do.
