It's a bit more complicated than that...
For France, buy the IGN 1:100,000 top 100 maps, not the Michelin ones. They're much clearer, and crucially for cycling have contour lines. You can get from top to bottom of France in about a dozen maps.

Unlike the British OS maps (which are lovely, but rather heavy and bulky) they're printed on thin, lightweight but robust paper without a cover - so it's easy to carry a dozen maps.

I have nothing to say about Linux!
