Me personally, I set out to learn how to wrap my own bar tape. As others have said, there are numerous videos on You Tube to show you how (my fav is the Team Sky Handlebar Tape wrap video 'the little things' - gets you a very nice / flush finish on the tops)

Are you suggesting that being able to do stuff implies lack of intelligence?
Or do choose to learn all the permissible two letter 'words' rather than learn how to do simple repairs?
To me, those repairs are not simple, it is the way I am tuned.

I think wrapping bars it's one of the least important skills for a cyclist. Knowing how to break a chain, replace a cable, change a tire, True a wheel etc Will give you skills that might get you back on the road when something goes wrong. But bar tape doesn't suddenly catastrophically fail. If it starts to unwrap, you can tape it back down without ever having wrapped bars before.
