In the summer I sold a MTB and never replacIed it, because I was riding my CX bikes nearly everywhere I rode the MTB, but there were one or two places I thought I was in MTB territory and there were a few places I was avoiding, so I have just replaced it with a N+1 from Evans (I could not resist the discount) thing is it came without reflectors or a bell, not that I wanted them anyway, I would have took them off as soon as I got the bike home, I was just expecting them as I thought it was a requirment of new bike sales, so have the rules changed ?

I think the only requirement for reflectors is on the pedals, and as they don't come with pedals it's unlikely to affect the sale.
There never was, as far as I know a requirement to fit a bell.

Did it come with pedals? I thought only complete bikes needed to be sold with a bell. If it was sold without pedals, it doesn't qualify as a complete bike, therefore no bell. Neither of my bikes came with a bell. One was a custom build and the other was sold without pedals.

No pedals, so that explains it, the last new bike I bought also came without pedals but it was delivered boxed and in the box were the reflectors and bell, this one was assembled by Evan's, I asked if I could take it away boxed, but apparently Trek insist they are assembled in the shop.

Another mystery solved by the scooby gang. ^_^👍
 
All my recent bikes either came with them attached, or bits and pieces in a bag along side the manual. My Giant and Trek bikes both have the words connect stamped on the handlebars, presumably where the front reflector and bell are supposed to be mounted, but the independent shop didn't bother, and nor did I. The law says that new bikes must come equipped with

  1. Any hand-operated brakes arranged left-hand rear, right-hand front
  2. A bell
  3. White or yellow reflectors on both sides of each wheel or tyre
  4. A white wide-angle front reflector, or a front lamp
  5. A red wide-angle rear reflector
  6. Yellow reflectors front and rear on each pedal
I didn't get wheel reflectors, or front reflectors fitted on my new trek E-bike, that said, the tyre sidewall has a reflective strip, maybe that counts. The front reflector came in a bag, but the rear was fitted to the seat (probably from the factory).

From the regs:
A bike that is sold fully assembled must come exactly so, with all these things fitted as described. But a bike that is sold as a kit, or with some parts un-assembled (most likely items 2 to 6 above), merely has to be capable of being assembled like so. In that case it must come with assembly instructions plus any special tools.

I wonder if this means that a bell needs to be supplied, in order that it could capably be assembled according to regs? Technically it could be supplied without reflectors, and theoretically it's possible to obtain and fit them retrospectively.

Since the 2010 revision, the expression “bicycle” now includes a substantially complete vehicle (whether or not assembled) even if one or more parts are omitted. This closed the loophole by which retailers used to dodge this regulation by not including pedals.

Not changed since 2010. "Pedal Bicycles (Safety) Regulations 2010 came into force on 6 April 2010."
Requirements below do not apply to bicycles being supplied/sold:
1) with a saddle which can't be adjusted to higher than 21"
2) 'not new' ie used
3) has no brakes (track bike)—
4) is a bespoke bike for competitive use
Supply of assembled bicycles
Provision 4.—(1) Subject to paragraph (2), a person must not supply a bicycle unless the requirements of paragraphs (3) to (12) of this regulation are satisfied.
(2) This regulation does not apply to the supply of a bicycle with unassembled parts (whether wholly or partially). [Comment: pedals not fitted would probably not satisfy the criterion: "unassembled" - so a pair of cheap pedals (satisfying requirements of (12) below is fitted or included for notional fitting.]
(3) The bicycle must be fitted with a [bicycle] bell
(4) [Brake lever/cable set up: right = front; left = rear]
(5&6) Retro reflective material or a retro reflector (or a combination) must be attached to, or incorporated in, the front wheel or tyre [and the rear wheel/tyre] so that light is capable of being reflected to both sides of the bicycle.
(7) [If the bike design means you can't achieve (6)], [showing to both sides] retro reflector may be fitted to the frame of the bicycle . . .

(a)a [front] wide angle retro reflector; or​
