Helmet Standards

I've just been in a discussion about Helmets with a downhill enthusiast in Germany who claimed that "All cycle helmets in Europe are now built to the same standard as motorcycle helmets".

I'm not sure how that can be the case except possibly with the more high end downhill helmets. Does anyone else know what he may be talking about?

So why are motorcycle helmets bigger and heavier? Surely motorcycle riders would prefer to wear bike helmets (lighter, less warm, cheaper) if they realy do afford the same protection

He probably means they both conform to a minimum standard, not that they are the same, or offer equal amounts of protection.

I thought that, but he was adamant about the standard for both being the same "for a couple of years." I double checked because I was speaking German and thought I'd misunderstood. It made me wonder -I don't follow helmet laws that closely- which is why I wanted to double check.
