It sounds like you have a modern type (vertical) Syphon where repair is normally by replacement so there won't be a Ball Cock that you can adjust.

Closing the Appliance Valve will NOT lower the pressure but it will lower the flow rate which will certainly address your concerns about the water inlet Flow overcoming the overflow pipe.

That's what I reckon it is. You can't adjust them, they are known to have this problem and sometimes the thin plastic straw which presses down comes loose too which doesn't help.

I once cured one by putting fairy liquid in the cistern and syphon. I didn't think it would fix the problem but it freed up something which was sticking.

Hmmm what does that thin tube thats connects from the inlet valve assembly and drops off into the overflow pipe do. It kind of looks like aquarium air line tubing (just curious)
