I wouldn't hold out too much hope for stump-rotting fluids. Eucalyptus has an almost turpentiney sap which is quite an effective preservative - you could be waiting for a lot more than another three years. I cut a slightly smaller one down to a stump several years ago and the stump is still completely intact.
You haven't in fact 'cut all the roots', because these things usually have a stonking tap root. Three solutions:-
- dig down even further until you can expose enough of the taproot to get at it with an axe or a saw. A mattock will just bounce off.
- get hold of a proper felling axe and some steel wedges and split the whole stump from the top.
- stick hand in pocket and get a contractor to come out and knacker his chainsaw blade on it.
I would go for the contractor!
