Well, it raises a potent question really... remember The Police and "Don't Stand So Close To Me" and Boomtown Rats "Mary of the Fourth Form"... both songs raise the issue of male teachers being the reluctant recipients of attention from girls who are in the process of becoming women... today, male teachers run a very real risk of losing everything if accusations are made against them.
It's also a common feature of male-oriented pornography, the whole "is she a schoolie or isn't she- wearing tiny red kilt-like skirts and sucking a lollipop" type thing. Most men won't admit (in conversation, or even to themselves) to thinking "phwooar" when they see an attractive 15-16yr old, but most probably do...
Back to the question... yes, short skirts are inappropriate, especially to protect the professionalism of male teachers.

Dear me. I'm no slender oil painting, but at least I have the decency not to wear short skirts... I love the classic local paper/tabloid photography though. If it was TV, they'd be looking through photo albms, glumly....

You're not supposed to like wearing it[1], surely?

[1] When you're school age, leastways. Judging by the number of "Skool Disco" events a couple of years ago, it's ok if you're in your mid thirties and anxious to look more ridiculous whilst listening to Wham and Frankie Goes to Hollywood.

You're right .. I've never really thought of that before. Why do they do that? What are they trying to convey?
