I'm always wary of dog on opposite side of path/road to owner. Usually dogs have a self-preservation by-pass when it comes to instructions from its owner, and hence will do something that it will usually regard as stupid, as it assumes that its owner knows better (bit like drivers and Satnav instructions).
This is not made better by the habit of owners to default to the command 'Here', as opposed to 'Stay' in an emergency. Hence they will see you, note where there dog is, and call it over, just at the point where your prospective paths will cross at the same instant.
