Holy crap. I have no idea how to properly organise a bike race, but I can assume that's not it.

I had several loud exclamations watching that which I now have to explain to my partner!

What happened here? What should have been done differently?

Isn't it the guy who'd been marshalling the riders to keep to their left who's down?
I see a bike down but can't see the rider.

To be fair he did shout "right" at the end . In the heat of the moment its easy to forget your left from you right .
